Request for bids for July 2026-June 2028 Custodial Services for the Park Forest Public Library

The Park Forest Public Library is requesting bids for the performance of daily custodial services at the Park Forest Public Library at 400 Lakewood Blvd, Park Forest, IL, in accordance with the specifications on file.  Mandatory walkthrough on February 16, 2026, at 9 am.

The Park Forest Public Library reserves the right to accept or reject any and all bids and to waive any technicalities and otherwise to make the award in the best interests of the Park Forest Public Library.

Park Forest Public Library Custodial Service Specifications

I.    Maintenance Period

Custodial maintenance services will be provided 6 days per week (Monday-Saturday) preferably after the hours of 9 PM and before 8 AM Monday-Thursday, and after 6 PM Friday-Saturday on a schedule to be determined by the Library Director and winning contractor.  This schedule is subject to change based on changes in Library hours.

II.    Inspection Procedure

1.    Daily inspection to be performed by the personnel assigned to this facility.  
2.    Contract Management will conduct inspection tours with Library Staff as necessary.

III.    Term of Contract

1.    July 1, 2026, to June 30, 2028.  This contract may not be sublet to any third party or independent contractors.
 

Contractor will provide equipment, labor, materials and supervision to perform the following:
 

Service Schedule

Foyer and Entrance - 6 Nights per Week

1.    Clean inside and out all front entry glass doors
2.    Sweep and damp mop tile floors
3.    Damp clean baseboard heating vents
4.    Vacuum carpet runners
5.    Spot wipe walls
6.    Dust or damp wipe all furnishings. 
7.    Place all furniture in an orderly fashion
8.    Empty all trash containers (3) OUTSIDE the library
9.    Empty all recycling containers (2) OUTSIDE the library

General Office Cleaning - 6 Nights per Week

1.    Completely clean all office glass doors
2.    Empty wastebaskets and all other waste containers and return back to proper location, replace plastic liners as necessary.
3.    Dust telephones daily, wash and disinfect phones monthly or as directed
4.    Dust exposed areas of desktops
5.    Dust file cabinets, partition tops, shelves, picture frames, wall ledges, etc. Minimum 3 times a week, or when necessary
6.    Spot clean furniture
7.    Spot wash to remove fingerprints, marks, and smudges from walls and equipment, doors, and light switches within reach.
8.    Spot clean partition glass and glass in door frames 
9.    Dust Public Service desks, cleaning any marks
10.    Spot clean all Public Service desktops
11.    Wash and disinfect water fountains, including mouthguards
12.    Spot clean chair mats, monthly
13.    Low dust all horizontal surfaces to hand height, twice per week
14.    High dust above hand height all horizontal surfaces, monthly
15.    Vacuum all fabric furniture, quarterly
16.    Remove dust and cobwebs from ceiling areas, air diffusers and adjacent ceiling. Damp clean if required, quarterly
17.    Place all chairs and other furnishings in proper places
18.    Remove all trash to designated area 
19.    Check all areas for doors that should be locked and lights that are to be turned off
20.     All supply areas will be kept orderly and clean
21.    Report any needed repair or problems

All Lunchrooms and Kitchen Area Cleaning - 6 Nights per Week

1.    Damp clean table tops using germicidal cleaner
2.    Damp clean chairs, tables, pedestals, etc.
3.    Empty waste containers and replace liners.
4.    Wash and sanitize exterior and interior of all trash and recycling containers, monthly
5.    Damp clean Formica cabinets and counter areas
6.    Clean exterior of appliances and microwaves
7.    Mop floor daily

All Washrooms Cleaning – 6 Nights per Week

1.    Clean and sanitize all fixtures, including toilet seats, front and back, urinals, sinks, etc.
2.    Wash and dry water splashes and soap marks from walls nightly
3.    Wash and dry mirrors
4.    Refill all dispensers.
5.    Empty all waste containers
6.    Wash and sanitize containers, monthly
7.    Empty and sanitize interior of sanitary containers
8.    Sweep ceramic tile floors
9.    Wet mop ceramic tile floors using disinfectant
10.    Provide inventory control management for all washroom supplies, weekly

Tile Floor Care

1.    Dust mop or sweep all ceramic tile floors daily
2.    Damp mop all ceramic tile floors daily – wet mop where required
3.    Edge tool hidden areas, weekly

Vinyl Floor Care

1.    Dust mop or sweep vinyl floor daily
2.    Damp mop vinyl floor daily – wet mop when required
3.    Edge tool hidden areas, weekly
4.    Wax vinyl floor, bi-annually
5.    Strip wax as directed by manufacturer

Carpet Care

1.    Vacuum all carpeting daily, remove spots if possible
2.    Edge tool hidden areas daily or when necessary
3.    Remove gum from carpets
4.    All carpets shampooed 2 times per year (Spring and Fall)

Work Guidelines

The Park Forest Library wants to state that in cleaning a facility this size and of this nature, that this outline acts as a primary guide to the cleaning to be performed and that it is not exact. If there are other cleaning needs required, it will be done.

Special care will be given to all artwork on display in the building.

The Park Forest Library requests that employees will alert whomever necessary about any irregularities or repairs that may be required.

The Park Forest Library is a drug, alcohol, and smoke-free building.

The Park Forest Library will have a designated area where communications are posted. These communications will contain special instructions or tasks needed to be performed. Maintenance employees will review any request and respond accordingly on a daily basis.

All custodial employees must wear picture identification while in the building.

This Service Schedule will be reviewed and adjusted if necessary on a quarterly basis.

Equipment & Supplies

Contractor is to supply all necessary supplies, chemicals, paper products, plastic bags, can liners, and all other necessary cleaning equipment.  Hand towels in the staff lunch area and staff restroom and toilet tissue for public restrooms will be provided by the Park Forest Library.

All cleaning products must meet all local, state and federal requirements for use in public facilities.  Before final selection, the winning contractor will be required to furnish a detailed list of chemicals and other products to be used. All MSDS safety sheets must be in a binder and kept on property.

The Park Forest Public Library will supply bulbs and lamps when necessary.
Contractor should provide in writing a work order on any electrical or plumbing repairs that need to be made.

Pre-Bid Walk-Through Inspection

Prior to submitting their sealed bids all prospective bidders are required to attend a mandatory pre-bid walk-through inspection of the facility so as to be thoroughly familiar with the conditions under which this contract will be executed.  This walk-through is scheduled for Monday, February 16, at 9 AM.  Further information may be obtained by calling the Park Forest Public Library at 708-748-3731.
